The revelation that the “security chief” of ISIS, who was captured in Arkel, has been holding a residence permit since 2019 has caused controversy.
The Syrian refugee Ayham Al S., who was captured on Tuesday in the village of Arkel in the Molenlanden municipality, turned out to be the “security force commander” of ISIS. The fact that Al S., codenamed “Abu Khaled al – Amni”, whose identity was known by the international media in 2018, was granted a residence permit by the Netherlands in 2019, however, created controversy. The Dutch Immigration and Naturalization Service does not respond to questions on the grounds of “individual case”.
It was announced that the Dutch police raided a house in Arkel on Tuesday, arresting a 37-year-old man who was reported to have played an important role in the war in Syria in the Al Nusra Front and ISIS. It turned out to be Ayham Al S., the “security service amir” in Yarmouk, south of Turkey.
According to the prosecution, Al S., as chief of security in ISIS, was one of the people who set policies and was therefore behind the effective commission of war crimes. In addition, Al S. served actively within the Al Nusra Front before 2013 and was involved in many crimes.
It was determined that Ayham Al S., who was accused by the prosecutor’s office of membership of a terrorist organization, espionage, kidnapping and murder and war crimes, applied for asylum in the Netherlands in 2019 and received a residence permit in 2020.

There were reports in the international media that ISIS was a security emir and that he was known by the code name Abu Khaled al-Amni in the organization.
It was even reflected in the media that he was among the participants in the negotiations with the Syrian regime on the withdrawal of ISIS from Yarmouk in 2018.
Despite all this being known, the granting of a residence permit by the Netherlands to Ayham Al S. created a controversy in the press and in the public.
The Dutch press is questioning why the asylum application made in 2019 by a name on the agenda of the international media since 2018 has not been adequately examined.
However, the Dutch Immigration and Naturalization Service (IND) remains silent in the face of questions. The IND administration told the Dutch newspaper Volkskrant that they “cannot answer questions about individual cases”.
Geert Wilders, leader of the far-right Freedom Party (PVV), blamed the government for granting Al S. a residence permit.
“It could have caused death and destruction here, too,” Wilders said. I can’t believe that terrorist came to our country and wandered around for 4 years. “We are run by amateurs,” he said.
According to Dutch media, the capture of Al S. is not the first case in the country. Bhjn-ð Syrian Al Nusra Front executive Aziz A., who was also the ex-boyfriend of Dutch journalist Ans Boersma, who had been deported from Turkey before, was detained.
Aziz A, who was granted a residence permit by the Netherlands, was sentenced to 15 years and 9 months in prison in 2021 for his membership in a terrorist organization.
