The cessation of oil shipments to Hungary via Ukraine on the Druzhba pipeline, which is the main line for the transport of Russian oil to Europe, raises concerns about energy supply in Europe.

Within the scope of the 6th sanction package approved by the EU in July, it was decided to cut off the supply of crude oil from Russia by 5 December and the refined product supply from 5 February completely.
Within the scope of the 8th sanctions package, which was accepted last month and included a ceiling price on Russia’s oil sales, additional restrictions were imposed on the transportation of crude oil and petroleum products from Russia to third countries by sea.
THE MIDDLE EAST COMPENSED FOR EUROPE’S CRUDE OIL LOSSES
According to the information compiled from the data of the International Energy Agency (IEA), the EU’s crude oil imports from Russia amounted to 2.4 million barrels per day in January, and oil product purchases amounted to 1.4 million barrels per day.
The said imports fell to 1.5 million barrels in crude oil and 1 million in petroleum products last month.
While losses in the EU’s Russian crude oil purchases were mainly compensated by imports from Middle Eastern countries, mainly Saudi Arabia and Iraq, oil was also supplied from western African countries, Norway, Brazil and Guyana.
Last month, 2.5 million barrels of crude oil and 700 thousand barrels of petroleum products imported by EU countries from Russia were supplied through the pipeline.
The Druzhba oil pipeline, which is one of the largest crude oil lines in the world with a length of approximately 5,500 kilometers, is known as one of the important outlets for Russian oil in the EU-Russia oil trade.
The line, which supplies oil to landlocked refineries in Central and Eastern Europe, runs through Belarus in the north to Poland and Germany, and in the south, through Ukraine, to Hungary, Slovakia and the Czech Republic.
Russian oil is sent by sea from the ports of Primorsk and Ust-Luga in the Baltic Sea and Novorossiysk in the Black Sea to different ports in the Netherlands, Italy, France, Spain and Portugal.
NATURAL GAS ADDICTION IMPORTANT FACTOR IN THE ENERGY CRISIS
After the start of the war in Ukraine, natural gas shipments to Europe via Russia’s pipelines began to decline rapidly.
While the activities in the Nord Stream pipeline, one of the main lines used in Russian gas shipments to Europe, stopped at the end of August on the grounds that the necessary maintenance could not be carried out, the Nord Stream 2 line, the construction of which was completed, was not put into operation due to the war in Ukraine.
Explosions occurred on both lines on September 26, and natural gas leaks occurred.
While Yamal-Europe, another pipeline of Gazprom that plays a critical role in the delivery of natural gas to Europe, became idle due to the sanctions, the flow of the company’s gas from Ukraine’s Sohranovka gas distribution point also stopped on May 10.
Ursula von der Leyen, President of the European Commission, announced on September 9 that Russia’s share of European natural gas imports fell from 40 percent to 9 percent.
While Europe is putting Russia in an economically difficult situation with comprehensive sanctions due to the Ukraine war, the Kremlin administration’s counter-steps deepen the energy crisis in Western countries.
GAS FLOW IS STOPPED TO COUNTRIES THAT DO NOT PAY WITH RUBLE
According to the “rouble payment system” announced by Russian President Vladimir Putin on March 23, countries that buy Russian gas must open an account with Gazprombank and make the payments to this bank, and the funds in question must be converted into rubles on the Moscow Stock Exchange.
Gazprom, which is Europe’s main gas supplier as of 2021, stopped the gas flow to Poland and Bulgaria at the end of April on the grounds that they did not make their payments in rubles.
After these two countries, Gazprom also stopped shipments to some energy companies supplying Finland, the Netherlands, Denmark, Latvia and Germany on the grounds that they did not comply with the payment system.
