Germany is about to complete its preparations for a new law, both to close the worker shortage and to keep pace with the changing world faster. According to the new “Migration and Citizenship” bill, which is planned to be brought to the parliament in March, the “new generation workforce” from outside the EU opens its doors to employment.
The bill, which has been worked hard to be finalized by Interior Minister Nancy Faeser and Labor Minister Hubertus Heil, will come to the parliament in March.
MENTALITY CHANGE
Accordingly, the main changes will be as follows: A more modern Citizenship Law, more qualified immigration, strengthening the bonds and social inclusion of immigrants with the country, recruitment of qualified personnel from abroad, even without a diploma.
Under these headings, the new bill will ensure that more qualified personnel are brought in from outside the EU, even if the country is not named, as in the 1960s. The requirements for qualified personnel who will come in almost every field have been simplified. Implementation will start this year and by 2035, 7 million workers will be closed. REQUIREMENTS FOR NEW EMPLOYERS
For foreign workers who want to work in Germany, a “Points system” will be applied and the following will be required for issuing a “Chance Card” in the selection of workers;
– Demonstrate the potential to work in Germany.
– Language skills (albeit basic knowledge of German) and professional experience.
– Its connection with Germany. If this article is passed, especially those with relatives in Germany or those who have business relations with the country will gain an advantage.
– Willingness to learn a trade, have the opportunity to receive vocational training or other training in Germany.
– There is no specific age limit, but young people will have a higher chance of being preferred compared to those over 40 or 50 years old. According to their areas of expertise, older people can also come. Even if he is not a worker, he can be an investor.
– To prove that he can do well in one of the sought-after professions, even if he does not have a diploma. That is, to be a master in your field. Such as blacksmith, welder, electrician, handicraftsman, water-heater fitter…
– Those who partially prove their professional abilities will also be granted a residence permit.
– Those who receive an offer from a workplace in Germany, have a business agreement or partnership will be easier to come.
– Refugees living with “Duldung- Tolerance” in Germany will be granted a residence permit if they have exceeded 5 years and are well integrated. They will be legally entered into the system.
– According to the chance card to be given, those who adapt to Germany and earn their living will be permanent.
CITIZENSHIP LAW IS ALSO CHANGING
The other change will be in the Citizenship Law and naturalization will be facilitated. However, this is opposed by the opposition Christian Democratic Parties (CDU/CSU). There is a risk that rapid citizenship and legal dual citizenship could be blocked by the opposition.
Negotiations are ongoing in this area, as the opposition holds the majority in the Legislature. Still, according to pre-draft plans, “rapid and dual citizenship” would include 10.7 million foreigners living in the country. Citizenship will be possible for these after 5 years, and after three years if there are special adaptation efforts. Children will be able to obtain German citizenship in addition to the citizenship of their parents.
